PEAR::Net_Dict provides a simple API to the DICT Protocol handling all the
network related issues and providing DICT responses in PHP datatypes to
make it easy for a developer to use DICT servers in their programs.

as ping and traceroute to large numbers of IPv4 and IPv6 addresses in
parallel to fill a specified packets-per-second rate.
Spoofer helps the CAIDA Spoofer Project better understand the current state of
filtering in the Internet. It attempts to send a series of spoofed UDP packets
to a central server which logs and summarizes the results.

protocol, as well as a set of higher-level tools for implementing the
server and client roles, respectively.
pyrad is a Python implementation of a RADIUS client as described in RFC2865.

IPAddress is a Ruby library designed to make manipulation of IPv4 and IPv6
addresses both powerful and simple. It mantains a layer of compatibility
with Ruby's own IPAddr, while addressing many of its issues
Vortex is a near real time IDS and network surveillance engine for TCP stream
data. Vortex decouples packet capture, stream reassembly, and real time
constraints from analysis. Vortex is used to provide TCP stream data to a
separate analyzer program.

site change their newsgroups subscription without requiring the
